New digital tools to support veterans and their families

The Ministry of Veterans Affairs continues to improve the support system for veterans and their families. From now on, support specialists will officially use the specialized digital platform "OSKAR"—a case management and CRM system designed to work with the veteran community.

To this end, the Cabinet of Ministers of Ukraine has amended Resolution No. 881.

OSKAR is a modern digital online system developed by the Ministry of Veterans Affairs that allows for the maintenance of a unified database of requests from veterans, their family members, and the families of fallen soldiers. It enables the registration of requests both online and offline, the creation of electronic profiles for service recipients, the automatic import of data from the Unified State Register of War Veterans (USRWW), case management, and coordination of efforts among various agencies.

For veterans and their families, this means faster access to necessary support, easier interaction with support specialists, and improved service quality. At the same time, the Ministry of Veterans Affairs gains a tool for analyzing the needs of the veteran community, monitoring the quality of assistance provided, and making more effective management decisions.

The launch of “OSKAR” is another step toward improving the system of support for veterans, increasing the efficiency and transparency of support specialists’ work, and ensuring high-quality support for those who have defended and continue to defend Ukraine.

As a reminder, there are currently over 2,600 support specialists working in local communities across Ukraine, including more than 440 in healthcare facilities. They assist with access to services, rehabilitation, and support.
