The Government has simplified the conditions for receiving one-time financial assistance for harm to life and health caused at critical infrastructure facilities as a result of the military aggression of the Russian Federation against Ukraine.
Resolution of the Cabinet of Ministers of Ukraine No. 748, dated June 10, 2026, introduced important adjustments to the procedure for granting and paying such state aid.
Expanded circle of recipients.
From now on, the fact of employment with a specific enterprise or its place of registration is not decisive. The right to assistance belongs to employees of critical infrastructure operators, their branches, and representative offices, as well as persons affected directly at such facilities (including seconded employees).
Mechanism introduced for additional payments when disability group changes.
If a higher disability group is established during a re-assessment (ECOPFO) due to injuries or diseases associated with the performance of duties during the period of Russian military aggression, the difference between the new and previously received amount of assistance is paid upon request.
Reminder of current payment amounts:
• Disability group I — 800,000 UAH;
• Disability group II — 500,000 UAH;
• Disability group III — 200,000 UAH;
• In case of death — 1,000,000 UAH.
Unified application form approved.
A new universal application form has been introduced. It is used both for the initial application for payment and for processing additional payments in the event of a change in disability group.
