Pension Provision for Miners

The right to pension provision for miners and their family members is defined by the Laws of Ukraine “On Mandatory State Pension Insurance” No. 1058-IV and “On Enhancing the Prestige of Mining Labor” No. 345-VI.

✅ Persons covered by Law No. 345-VI regarding the enhancement of mining labor prestige, particularly in terms of pension provision, include:

🔹 employees of state paramilitary emergency and rescue services (units) in the coal industry — according to List No. 1 of industries, jobs, professions, positions, and indicators of underground work, as well as work under especially harmful and especially difficult conditions, the full-time performance of which entitles them to an old-age pension on preferential terms, approved by the Cabinet of Ministers of Ukraine;

🔹 employees engaged full-time in underground extraction of coal, iron ore, non-ferrous and rare metals ores, manganese, uranium, magnesium (potassium-magnesium salts and magnesium salts), and ozokerite ores (according to List No. 1);

🔹 employees of mine construction enterprises engaged full-time in underground work (according to List No. 1);

🔹 family members of the above-mentioned categories of persons.

ℹ Under preferential terms, an old-age pension, in accordance with Law No. 1058, is granted to employees working full-time in underground jobs, as well as in jobs with especially harmful and especially difficult working conditions (according to List No. 1 and based on workplace certification results) — after reaching the age of 50 and having at least 25 years of insurance record for men (of which at least 10 years in such jobs) and at least 20 years for women (of which at least 7 years and 6 months in such jobs).

🟢 Regardless of age, a preferential pension is granted to employees directly engaged full-time in underground and open-pit mining (including mine rescue personnel) for coal, shale, ore, and other minerals, as well as in mine and pit construction, provided they have worked in such jobs for at least 25 years. For key professions in such work — coal face workers, tunnelers, drillers using jackhammers, and operators of mining extraction machines — a pension is granted if they have worked in such jobs for at least 20 years.

📊 The minimum pension amount for miners who have worked at least 15 years underground for men and 7.5 years for women (according to List No. 1) is set, regardless of the place of last employment, at 80% of the wage (income) used for pension calculation, but not less than three subsistence minimums established for persons who have lost working capacity.

👆 For each full year of underground work experience, as well as work under especially harmful and especially difficult conditions (according to List No. 1), which granted and still grants the right to a preferential pension, one additional year is added to the insurance record.

ℹ Periods of disability due to occupational accidents or diseases are counted both toward the insurance record required for an old-age pension and toward the length of service in harmful conditions that grants the right to a preferential pension.

📑 To confirm preferential service, the following documents must be submitted to the Pension Fund of Ukraine:

🔸 employment record book;

🔸 clarifying (preferential) certificate specifying the working conditions and employment in certain jobs or industries on a full-time basis;

🔸 copies of enterprise orders on workplace certification results.
