Preparing the region’s housing and utilities infrastructure and social services for the 2026–2027 fall-winter period under martial law

By Order No. 294/5-26 of May 7, 2026, issued by the Head of the Regional State Administration and the Head of the Regional Military Administration “On Measures to Prepare Housing and Utilities Facilities in Donetsk Oblast for Operation During the Fall-Winter Period of 2026–2027,” organizational and technical measures were approved to prepare the region’s housing and utilities facilities for operation during the upcoming heating season.

Due to the Russian Federation’s military aggression against Ukraine, active hostilities continue within the region; part of the region is under temporary occupation or siege (blockade), while the rest is under shelling or the threat of it, which significantly complicates the implementation of the measures outlined in the order.

In accordance with the recommendations of the Ministry of Community and Territorial Development of Ukraine, the readiness level of housing and communal services and social sector facilities as of June 1, 2026, should be 15%.

According to operational information from district state administrations and district military administrations, in the region’s settlements located in territory controlled by Ukrainian authorities—and where this is feasible under martial law—as of June 1, 2026, the readiness level of the region’s facilities stands at 5%, or 105 facilities out of the planned 2,002, namely:

in the housing stock, 79 residential buildings have been fully prepared, or 4.5% of the planned 1,740 units;

the readiness of social sector facilities stands at 5% (4 out of 81 units), including 2% of healthcare facilities (1 out of 46 units);

in the heating sector:

- boiler room readiness – 16% (13 out of 80 planned);

- heating network preparation – 3.6% (8.9 km out of 246 km);

- heating network replacement – 10% (0.4 km out of 3.8 km planned);

in the water supply and sewerage sector:

- repair or replacement of water supply networks – 10% (0.76 km out of the planned 7.66 km);

- repair or replacement of sewerage networks – 28% (0.3 km out of the planned 1.07 km);

- readiness of water pumping stations – 2.6% (1 out of 38);

- readiness of sewer pumping stations – 19% (8 out of 42);

in road and bridge infrastructure:

- major and routine repairs of city roads – 0% (76,080 m² planned);

- preparation of specialized equipment – 0% (51 units planned).

Over 3.2 million UAH has been allocated for the specified scope of work, specifically:

- for heat supply facilities – 0.3 million UAH,

 - for water supply and wastewater facilities – 1.8 million UAH,

- for the housing stock and social sector facilities – 1.1 million UAH,

- for road infrastructure – 0.

Work to prepare the region’s housing and utilities infrastructure and social sector facilities for the 2026–2027 fall-winter period continues under martial law, with due consideration for security requirements.
