Results of the EU4Business project: SMEPIS - deregulation, digitalization, and preparing Ukraine for European integration

On July 2, 2025, in Kyiv, the final event of the project "EU4Business: SME Policies and Institutions Support (SMEPIS)" took place. The goal of the project is to simplify business operations, digitize public services, enhance the capabilities of organizations to support businesses, and prepare Ukraine for integration into the EU.

"Supporting business and involving it in the reconstruction of Ukraine is our common priority. The SMEPIS project has become a driver of digitization and reforms that have already brought tangible benefits to businesses. We support tools that simplify the provision of public services, such as e-Permit, PULS, and Diia.Business. Educational programs help Ukrainian entrepreneurs integrate into the EU single market. Together, we are working on sustainable development, modernization of digital infrastructure, and Ukraine's Euro-integration," summarized Henrik Witfeldt, head of the state funding, business support, and social policy department of the EU Delegation to Ukraine.

Over three years, the SMEPIS team worked on key reforms aimed at making Ukraine's economy more competitive and closer to EU standards.

In particular, one of the central initiatives was the deregulation reform. Since the beginning of 2023, an Interagency Working Group on the accelerated review of state regulation tools for economic activity (IWG on deregulation) has been operating, which included SMEPIS experts. The second important direction is the digitization of services for entrepreneurs.

Throughout the project, workshops and training events were held to strengthen the capacity of Ukrainian civil servants and Ukrainian businesses in the process of integration into the EU and entering the single European market.

In addition, project experts participated in promoting the annual European award European Enterprise Promotion Awards, creating a separate design for the national stage of the UEPA competition and popularizing it among Ukrainian entrepreneurs.

The EU4Business: SMEPIS project has become an important step towards modernizing Ukraine's economy, creating a favorable environment for entrepreneurs, and approaching European standards. Thanks to the joint efforts of the project team, Ukrainian authorities, businesses, and international partners, it has been possible to lay the foundation for deregulation, digital transformation, and strengthening economic integration with the EU. The results obtained and practical tools are already working for the benefit of entrepreneurs and the state, and the project's developments will continue to be implemented in future initiatives for sustainable development and economic resilience in Ukraine.
