Increased state support for families with children from 2026

The Law of Ukraine "On Amendments to Certain Laws of Ukraine Regarding Support for Families with Children and the Creation of Conditions Conducive to Combining Motherhood (parenthood) with professional activity" dated November 5, 2025, and the Resolution of the Cabinet of Ministers of Ukraine dated December 31, 2025, "Certain Issues of Providing State Assistance to Families with Children," the approaches to the appointment and payment of state assistance to families with children have been completely changed.

On January 1, 2026, an updated system for providing state assistance to families with children came into effect, covering the period from pregnancy to the child's enrollment in school, which is aimed at providing consistent support to families at every stage.

During pregnancy, childbirth, and the postpartum period (in order of priority depending on the stage of the life cycle), the following are provided:

•assistance in connection with pregnancy and childbirth (in 2026 – 7,000 hryvnia) – granted to pregnant women who are not insured in the compulsory state social insurance system, if the application for it was received no later than six months after the end of the leave for pregnancy and childbirth, and is paid in the amount of 7,000 hryvnia per child mandatory state social insurance, if the application for it was submitted no later than six months after the end of the leave for pregnancy and childbirth, and is paid for 70 days before childbirth and 56 days after (or 70 days in case of complicated childbirth or the birth of twins/triplets); women affected by the Chernobyl accident – for 180 days of leave;

•childbirth allowance (from January 1, 2026, a one-time payment of 50,000 hryvnia will be made).

Право на допомогу при народженні дитини має один з батьків дитини, опікун, з яким дитина, яка народилася після 31 грудня 2025 р., постійно проживає та який подав заяву про призначення такої допомоги.

У разі народження двох і більше дітей допомога надається на кожну дитину.

Childbirth assistance is granted provided that the application for its appointment is submitted to the Pension Fund of Ukraine no later than 12 months after the child's birth.


Please note that during the period of martial law, in order to receive childbirth assistance, recipients who are temporarily outside Ukraine (except for persons who are in the territory of a state recognized by law as an occupying state and/or aggressor state) shall send by post to the Pension Fund of Ukraine an application and copies of documents issued by the competent authorities of the country of residence certifying the birth of the child, legalized in the established manner, unless otherwise provided by international treaties of Ukraine, with a translation into Ukrainian. The accuracy of the translation or the authenticity of the translator's signature must be certified by a notary;


•One-time in-kind assistance "baby package" - provided by the social protection authority at the woman's request starting from the 36th week of pregnancy or at a healthcare facility - the day after the child's birth, or no later than three months from the date of the child's birth, and is not included in the amount of childbirth assistance.

During the period of childcare, the following is provided:

•assistance for childcare until the child reaches one year of age (the amount of monthly assistance for childcare until the child reaches one year of age is 7,000 UAH/10,500 UAH for a child with a disability) - is assigned to the mother or other legal representative of the child (except for foster parents, foster parents, foster parents, and representatives of institutions that perform the functions of guardians or custodians) who actually care for the child until he or she reaches one year of age.

The benefit is granted from the day after the end of maternity leave or the payment of maternity benefits until the child reaches one year of age, if the application for such benefit is submitted no later than the month following the child's first birthday. Such assistance is granted until the month in which the child reaches one year of age inclusive;

•Childcare allowance "yeYasla" (assigned from the month following the child's first birthday until the child reaches the age of three, in the amount of UAH 8,000/month/child with a disability UAH 12,000) - provided to the mother or other legal representative of the child (except for foster parents, foster parents, foster parents, representatives of institutions performing the functions of guardians or custodians) who actually cared for the child and started working full-time.

Assistance is provided to cover the cost of services under the following KVED codes:

78.20 – Temporary employment agency activities;

97.00 – Activities of households as employers of domestic staff;

85.10 – Preschool education;

87.90 – Provision of social assistance with accommodation;

88.91 – Day care for children,

provided by an individual entrepreneur (except for parents and guardians of the child), a legal entity under the simplified taxation system, a legal entity under the general taxation system that is included in the register of non-profit organizations, state and municipal preschool education institutions and general secondary education institutions that have preschool departments and provide paid services in accordance with Resolution of the Cabinet of Ministers of Ukraine No. 796 dated August 27, 2010.

An agreement on the provision of relevant services shall be concluded with the service provider no later than when the child reaches the age of three.

If, as of January 1, 2026, the child has not reached the age of three, the mother or other legal representative of the child who actually cared for the child until he or she reached the age of one and started working full-time shall be entitled to receive the "yeYasla" childcare allowance from January 1, 2026.

• Child adoption assistance is granted for each child in the amount and in the manner established for the payment of childbirth assistance on the date the adoption decision becomes legally binding.

• One-time cash assistance for first-grade students, "school package" (in the amount of 5,000 hryvnia) - paid for the purchase of necessary school supplies (stationery), books, children's clothing, and footwear, primarily from domestic manufacturers, to meet the basic needs of the educational process.

The recipient of the one-time cash assistance is one of the parents or other legal representative who is a citizen of Ukraine, whose child is enrolled in the first grade of an educational institution providing primary and basic secondary education in the new academic year and who is a citizen of Ukraine.

The appointment and payment of all types of state assistance to families with children is carried out by the Pension Fund of Ukraine, regardless of the address of the declared/registered place of residence (stay) of the person applying for any type of assistance.

To apply for all types of state assistance for families with children, the applicant must submit the necessary documents and/or information:

to the Pension Fund of Ukraine, in particular if they are sent by post or in electronic form (using the Pension Fund of Ukraine's electronic services web portal or the Pension Fund of Ukraine's mobile application);

in electronic form via the Unified State Web Portal of Electronic Services (Dія Portal) or via the Social Web Portal of Electronic Services of the Ministry of Social Policy (if technically possible), as part of the comprehensive electronic public service "єМалятко" (assistance at the birth of a child).
