Professional development for veterans, female veterans, military personnel, and their families: how to take advantage of the state program

Published 10 March 2026 year, 13:20

Returning to civilian life or planning a future career during service requires careful decisions and realistic opportunities.

That is why the state offers veterans, including active military personnel, and their families the opportunity to take advantage of a professional adaptation program. It will help them acquire a new profession, undergo retraining, or improve their qualifications.

🔹Who can take advantage of this program

  • war veterans, including active military personnel, and their relatives (husband/wife, parents);
  • family members of deceased war veterans and defenders of Ukraine;
  • people with special merits to Ukraine and their family members.

🔹What does the program provide

✅ professional training or retraining;

✅ advanced training;

✅ acquisition of a new specialty (based on already obtained education);

✅ master's degree studies (if you have a bachelor's degree);

✅ training, retraining, and advanced training for vehicle drivers;

✅ confirmation or assignment of professional qualifications through qualification centers.

Important! During the period of martial law and for 12 months after its end, the program is extended to active military personnel, as well as their spouses and parents. This makes it possible to plan in advance for a return to civilian life and to support the families of defenders now, without waiting for their discharge from service.

🔹How to use it

  1. Choose a field of study.
  2. Choose an educational institution or qualification center.
  3. Submit an application to the structural unit for veteran policy at your place of registration or actual residence (for IDPs). The unit will check the documents and prepare a tripartite agreement on professional adaptation.
  4. Sign the tripartite agreement (structural unit — educational institution/qualification center — service recipient).
  5. Start your studies.
