Improving conditions for IDPs: discussion of new legislative initiatives

On July 4, a working meeting was held on issues related to ensuring the realization of the rights and freedoms of internally displaced persons, chaired by the Deputy Head of the Office of the President of Ukraine, Iryna Vereshchuk.

The event was attended by the first deputy head of the Donetsk regional state administration, Yuriy Vynokurov, the deputy head of the Donetsk regional state administration, Oleksandr Shevchenko, the head of the Council on Internally Displaced Persons under the Donetsk regional state administration, as well as the heads of structural units of the Donetsk regional state administration.

During the meeting, the draft law on amendments to the Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons" was discussed, which provides for a new version of the current law and amendments to a number of other legislative acts. In particular, it concerns the adaptation of legislation regulating issues of pension insurance, employment of the population, state social assistance, as well as compensation for damaged or destroyed property as a result of hostilities.

Special attention was paid to housing issues for internally displaced persons. Meeting participants discussed the status of the approval of the draft resolution of the Cabinet of Ministers regarding the implementation of an experimental project to provide housing for displaced persons from Mariupol. They talked about the work of commissions for surveying real estate suitable for the accommodation of IDPs and the problems that arise during their activities. There was also discussion about the development of an information-analytical system for accounting housing objects for IDPs, as well as the results of a pilot project for collecting information about real estate for displaced persons based on the example of the Kirovohrad region.

We remind you that since July 1 of this year, the Ministry of Social Policy of Ukraine has introduced a reform of the system for appointing and paying state assistance. The powers to accept, appoint, and pay state assistance have been transferred to the Pension Fund of Ukraine.

In the Donetsk region, the transfer of electronic personal files of social assistance recipients and information about payments from the structural units of social protection to the Main Department of the Pension Fund of Ukraine in the region has already been carried out.

For recipients who have already been assigned any types of state assistance, there will be no changes; they will continue to receive it.
