Procedure for Confirming Employment Periods at Enterprises Located in Temporarily Occupied Territories

The main document confirming employment history for periods before the introduction of personalized record-keeping is the employment record book.

If the employment record book contains corrections, inaccurate, or unreliable entries regarding employment periods before January 1, 2004, confirmation of employment at enterprises, institutions, or organizations located in temporarily occupied territories is carried out by the Commissions for Confirmation of Employment Record Granting the Right to a Pension, established under the regional offices of the Pension Fund of Ukraine (Resolution of the Pension Fund Board dated November 10, 2006, No. 18-1).

To confirm employment periods in temporarily occupied territories, an applicant (or their legal representative or authorized representative acting under a notarized power of attorney) must submit the following documents to any territorial office of the Pension Fund of Ukraine, regardless of its service area:

🔹 an application for confirmation of employment history;
🔹 the employment record book;
🔹 other documents confirming employment history.

If there are no documents confirming employment history and it is impossible to obtain them because the enterprise, institution, organization, or its successor is (or was) located in a temporarily occupied territory of Ukraine or in an active combat zone, employment history may be established based on testimony from at least two witnesses (Resolution of the Cabinet of Ministers of Ukraine dated August 12, 1993, No. 637).

🔸 To confirm employment periods at enterprises located in temporarily occupied territories, the applicant (or representative) submits the employment record book and provides information about witnesses (at least two) who worked together with the applicant at the same enterprise, institution, or organization (including collective farms) and possess documents confirming their own employment during the relevant period.

🔸 A witness residing in Ukraine is interviewed by the territorial office of the Pension Fund at their place of residence. The witness receives an invitation within three working days from the date the applicant submits the request. The interview is conducted by the Pension Fund office chosen by the witness.

🔸 A witness residing abroad submits a statement containing information about the shared employment period with the applicant at the same enterprise. This statement must be legalized according to legislation or certified by a Ukrainian diplomatic mission or consular office in the country where the witness resides. Certified copies of employment documents for the relevant period must also be attached.

🔸 Based on the compiled reports and/or submitted statements with supporting documents, the commission makes a decision either confirming the employment history or refusing confirmation.
