On April 6, a meeting of the Subcommittee on State Financial Control and the Activities of the Accounting Chamber of the Verkhovna Rada of Ukraine’s Budget Committee was held. Participants reviewed a report on the results of the analysis of the implementation of key indicators of local budgets for 2022–2024.
The meeting was attended by Oleksandr Shevchenko, Deputy Head of the Donetsk Regional State Administration, and heads of the regional state administration’s structural units.
During the meeting, members of the Verkhovna Rada of Ukraine, together with representatives of the Ministry of Finance, the Ministry of Education and Science, the Ministry of Community and Territorial Development, the Ministry of Social Policy, Family, and Unity of Ukraine, and the Accounting Chamber, discussed the status of implementation by regional state (military) administrations of the recommendations provided by the Accounting Chamber in the relevant decision.
Particular attention was paid to the need to strengthen monitoring, analysis, and control over the targeted and effective use of subsidies. Budget administrators and recipients must ensure the rational use of resources and reduce the balances of funds in local budget accounts.
This issue has been included in the Action Plan for replenishing local budgets in the Donetsk region in 2026 and improving the efficiency of fund utilization at all levels. It was previously discussed at a meeting of the Finance Department of the Regional State Administration. Currently, this issue is under constant monitoring by the sectoral structural units of the Donetsk Regional State Administration in cooperation with the military administrations of the region’s settlements.
The meeting outlined key areas for further work and confirmed a shared commitment to strengthening financial discipline and improving approaches to managing budget resources at the local level.
