On March 26, an event was held to present the Special Report of the Ukrainian Parliament Commissioner for Human Rights titled “Local Support Programs for IDPs: An Analysis of Effectiveness and Prospects.”

Participants included Oleksandr Shevchenko, Deputy Head of the Donetsk Regional State Administration, as well as representatives from the Department of Social Protection, the Department of Education and Science, the Service for Children’s Affairs, and the Department of Family, Youth, and Mass Events for National-Patriotic Education of the Regional State Administration; district and local military administrations; and relevant councils on internally displaced persons.

Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, presented the key findings of the analysis of local IDP support programs, identified problematic issues, and proposed solutions. During the presentation, he focused on improving the effectiveness of local programs, in particular through the implementation of methodological recommendations for assessing the needs of IDPs and conducting a systematic analysis of these programs.

Participants discussed improving mechanisms for monitoring program implementation and emphasized the need to actively involve IDPs in the planning and implementation of measures. They also examined the legal framework for supporting IDPs, specifically the powers of local authorities, the updated draft Law of Ukraine “On Ensuring the Rights and Freedoms of Internally Displaced Persons,” and the prospects for its adoption.

The event also featured a presentation of the results of the implementation of the State Policy Strategy on Internal Displacement for the period up to 2025. Participants outlined approaches to developing an updated strategy for the coming years and identified its key objectives.

The event served as a platform for open dialogue. Participants shared their experiences, agreed on key approaches, and identified priority areas for further work to improve support for internally displaced persons.
