The second day of the event was dedicated to issues of civilian protection, community safety, and responding to contemporary challenges.

Representatives from Donetsk Oblast joined the discussion on practical experiences working in frontline areas. Yuriy Vinokurov, First Deputy Head of the Donetsk Regional State Administration, participated in a discussion on the activities of the National Police of Ukraine during wartime. Topics included maintaining law and order, cooperation with military administrations, civilian evacuation, and the work of the “White Angel” teams. Dmytro Kalyanov, acting commander of the patrol police battalion in Kramatorsk and Sloviansk, also shared Donetsk Oblast’s experience.

Alvidas Medalinskas, a Lithuanian political analyst and former member of the Lithuanian Seimas, joined the discussion; he has consistently supported Ukraine and promoted the development of partnerships between Lithuanian communities and Ukrainian regions.

Forum participants paid special attention to the role of rescue workers and police officers, who, since the start of the full-scale invasion, have been ensuring the daily functioning of communities in the Donetsk region, rescuing people, and addressing the consequences of enemy shelling.

Today, the Donetsk region has unique experience in the areas of civilian protection, crisis response, and ensuring community resilience. This experience has attracted significant interest from international partners and represents an important contribution to the development of modern approaches to security.

International cooperation and the exchange of best practices help strengthen the protection of people and implement the best solutions for the security of our communities.
