On September 16, 2026, more than 50 representatives of the regional state administration and local communities in Donetsk Oblast participated in an on-site strategic session as part of the Living Lab of the Office of the Congress of Local and Regional Authorities under the President of Ukraine.
At the initiative of the Office of the Congress of Local and Regional Authorities under the President of Ukraine, teams of experts worked together with communities in the Donetsk, Zaporizhzhia, and Luhansk regions to develop practical solutions for regional development, identify strategic priorities, and formulate a shared vision for their future on the following topics: “Public Investment Projects: The Path to the Community’s Future” and “Local Taxes and Fees as a Tool for Community Budgetary Self-Sufficiency and Increasing Community Revenues.”
The event was opened by Lilia Pashynna, Head of the Office of the Congress of Local and Regional Authorities under the President of Ukraine. Yuriy Klyuchka, Deputy Head of the Donetsk Regional State Administration, also addressed the participants of the strategic session with a welcoming speech and emphasized the need to develop new approaches and foster community development in the future.
Frontline communities are operating under the extremely challenging conditions of full-scale war. Yet even under these circumstances, they continue to focus on development, recovery, and the future. That is why issues such as public investment projects, the effective use of resources, and local taxes and fees are not just about the present, but also about the communities’ capacity for the future.
During the session, representatives of local communities in Donetsk Oblast deepened their knowledge and gained practical skills in the areas of public investment, local taxes and fees, and strategic community development; they also engaged in an active discussion on ways to formulate a comprehensive vision for the future of their communities and practical mechanisms for its implementation.
