On 27 November 2025, representatives of the Donetsk Regional State Administration took part in a coordination event entitled ‘Action Plan for the Protection of the Rights of National Communities – From First Steps to Real Change’, which took place in Kyiv.
The event was organised by the State Service of Ukraine for Ethnic Policy and Freedom of Conscience in conjunction with the Office of the Vice Prime Minister for European and Euro-Atlantic Integration of Ukraine, with the support of the Council of Europe Office in Ukraine.
The purpose of the event was to present the results of the implementation of the Action Plan for the Protection of the Rights of Persons Belonging to National Minorities (Communities) of Ukraine, approved by the Order of the Cabinet of Ministers of Ukraine No. 475-r of 14 May 2025, as well as to discuss further steps and strengthen inter-agency coordination in this area. This plan is the result of inclusive consultations with representatives of national communities and takes into account recommendations received during regional meetings, forums and dialogues with stakeholders. Importantly, the plan also reflects Ukraine's international commitments to the European Union within the framework of the negotiation process.
The coordination event was attended by Deputy Prime Minister for European and Euro-Atlantic Integration Taras Kachka, First Deputy Chairman of the Verkhovna Rada of Ukraine Oleksandr Kornienko, Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, Chairman of the State Service of Ukraine for Ethnic Policy and Freedom of Conscience (DESC) Viktor Yelensky, Director General of the Government Office for Coordination of European and Euro-Atlantic Integration Oleksandr Ilkov, Deputy Head of the European Union Delegation to Ukraine Gediminas Navickas, Head of the Council of Europe's Inclusion and Anti-Discrimination Programme Torsten Afflerbach, representatives of regional military administrations and civil society organisations of national minorities (communities) in Ukraine.
