Representatives of the Donetsk Regional State Administration took part in a meeting on ensuring the rights and freedoms of internally displaced persons

On November 12, a working meeting was held on ensuring the rights and freedoms of internally displaced persons, during which key and urgent issues related to the social protection of IDPs were discussed.

The event was attended by the Deputy Head of the Donetsk Regional State Administration, Oleksandr Shevchenko, the Head of the Council on Internally Displaced Persons at the Donetsk Regional State Administration, and the heads of structural units of the regional state administration.

The meeting was chaired by the Deputy Head of the Office of the President of Ukraine, Iryna Vereshchuk.

During the meeting, a number of pressing issues related to ensuring the rights, social guarantees, and housing needs of internally displaced persons were discussed, in particular:

  • on amendments to resolutions of the Cabinet of Ministers of Ukraine dated August 30, 2002, No. 1298 and dated August 25, 2023, No. 928, regarding an increase in the remuneration of employees of social institutions;
  • on the mechanism for providing compensation to citizens for the restoration of damaged housing at their own expense, with the involvement of local authorities;
  • the status of implementation of Resolution of the Cabinet of Ministers of Ukraine No. 753 of July 13, 2011, regarding an increase in wages for performing socially useful work of a social nature during martial law;
  • preparation of a draft separate Procedure to CMU Resolution No. 261 of 11 March 2022 on compensation for the costs of temporary accommodation of internally displaced persons, including utility services consumed;
  • improvement of mechanisms for providing housing and social support to IDPs in accordance with the letter of the Office of the President of Ukraine dated 09.10.2025 No. 47-01/1635;
  • the possibility of providing for a transitional subsidy for 2026, as defined by Resolution of the Cabinet of Ministers of Ukraine No. 1160 of September 17, 2025, in order to complete the construction, reconstruction, and refurbishment of residential facilities for IDPs;
  • implementation of the state program "єОселя" with updated conditions — 70% of the cost of housing is covered by the state for IDPs, including civilians released from captivity;
  • resolution of technical issues related to the display of IDP certificates in the "Dія" application, which prevents certain categories of citizens from participating in state support programs;
  • resolving the issue of registering internally displaced persons at addresses located in temporarily occupied territories, as well as improving the procedure for issuing certificates of crossing the state border to citizens who travel through the Domaneve-Mokrany checkpoint;
  • amending CMU Resolution No. 616 of May 27, 2025, regarding the possibility of resubmitting applications by applicant organizations in case of technical errors in the details;
  • on the results of the draft resolution "On Amendments to the Procedure for Providing Compensation to Internally Displaced Persons for Damaged/Destroyed Real Estate as a Result of Hostilities, Terrorist Acts, and Sabotage Caused by the Armed Aggression of the Russian Federation against Ukraine."

During the discussion, participants emphasized the need to further improve the regulatory framework for ensuring the rights of IDPs, harmonize mechanisms for interagency cooperation, and provide for appropriate financial instruments in the 2026 state budget to implement initiatives aimed at supporting internally displaced persons.

The Donetsk Regional State Administration continues to actively cooperate with central executive authorities to strengthen social protection, housing provision, and support for citizens who have been forced to leave their homes.
