To help Ukrainian entrepreneurs get through the winter amid constant shelling and emergency power outages, the Government has launched a special support program to be implemented by the Ministry of Economy, Environment and Agriculture of Ukraine together with the State Employment Service.
The “Energy Support for Sole Proprietors” program will run during February–March 2026. It is aimed at reducing downtime and losses during power outages, preserving jobs, and ensuring the stable operation of services and production in local communities.
“Energy Support for Sole Proprietors” is non-repayable financial assistance for small businesses to cover expenses related to operating during electricity and heating outages.
The financial aid is provided to businesses that supply people with essential goods or services and maintain jobs.
Who can apply
Applications may be submitted by entrepreneurs who meet the following criteria:
Sole proprietors (FOPs) of Group 2 or 3 under the simplified taxation system;
Registered no later than December 1, 2025;
Employ at least one hired worker;
Have no arrears in paying the Unified Social Contribution (USC);
Operate in socially important sectors.
Sectors of activity
Food: bakeries, coffee shops, canteens, small-scale production, grocery stores;
Health: pharmacies, private medical offices, outpatient clinics;
Services: repair teams, workshops, service centers, small construction sole proprietors;
Social sector: kindergartens, development centers, care services;
Logistics: courier services, small logistics companies.
Amount of assistance
Entrepreneurs may receive from UAH 7,500 to UAH 15,000, depending on the number of employees:
1 employee — UAH 7,500
2 employees — UAH 9,000
3 employees — UAH 10,500
4 employees — UAH 12,000
5 employees — UAH 13,500
6 or more employees — UAH 15,000
What the funds can be used for
Generators, batteries, inverters, energy storage systems;
Solar panels and components;
Stabilizers, protective devices, cables, installation;
Fuel for generators;
Payment for electricity supply services;
Installation and commissioning services.
How to receive assistance
Log in to the Diia portal.
In the Entrepreneurship category, select Support for Sole Proprietors for Energy Resilience and click Apply.
Check your personal data.
Choose how you plan to use the assistance.
Confirm that the funds will be used for their intended purpose.
Open a Diia Card or select an existing one.
Review the application details and sign it.
Wait for the funds to be credited.
The application is forwarded to the State Employment Center, which verifies the accuracy of the submitted information. After verification, within 10 days you will receive a notification and the funds will be credited. The application status in Diia will be updated, and the funds will be transferred to your Diia Card.
