The “Point of Support” Employer Assistance Program: How Businesses Affected by Shelling Can Retain Employees and Receive Compensation

The enemy continues to systematically attack Ukrainian industry, critical infrastructure, and civilian enterprises. In addition to destroying production facilities, the shelling threates the very existence of workforces. To help businesses weather the crisis, retain their workforce, and resume operations, the Ministry of Economy and the State Employment Service are implementing the government’s “Point of Support” program.

What assistance does “Point of Support” offer?

The main goal of the project is to support employees during periods of forced downtime and to preserve employment relationships while facilities are being rebuilt.

Key terms of compensation:

• Payments: Employers are compensated for a portion of wages and the unified social contribution (USC) during downtime or the suspension of an employment contract.

• Amount: 17,300 UAH per employee (equivalent to two minimum wages).

• Duration: Compensation is paid for 3 months, with the possibility of extension up to 6 months.

• Employee requirements: Payment is provided for employees who have been officially employed by the company for at least 6 calendar months.

Funding is provided by the Compulsory State Social Insurance Fund for Unemployment.

How to receive assistance?

Applications for assistance under this program can be submitted through the employment center. A decision is made within 10 business days.

To receive compensation, the employer must submit the following documents within 90 calendar days from the date the grounds for receiving assistance arose:

- an application to the employment center

- the required set of documents (orders, payroll records, proof of property damage, a restoration plan, etc.).
