As of July 1, 2025, the functions of granting and paying state assistance at childbirth have been assigned to the bodies of the Pension Fund of Ukraine (Cabinet of Ministers Resolution No. 766 dated June 23, 2025).
The basis for receiving assistance is the fact of the child's birth.
The assistance is granted to one of the child’s parents (or a guardian) who permanently resides with the child.
Required documents:
▫ Application in the form approved by the Order of the Ministry of Social Policy of Ukraine No. 3 dated January 9, 2023 (upon presentation of an identity document);
▫ Copy of the child’s birth certificate (with the original for verification);
▫ Copy of the guardianship decision (for guardians).
Ways to submit documents:
Through authorized persons of the executive body of the village, settlement, or city council of the relevant territorial community, or through the Administrative Services Center (CNAP);
At a service center of the Pension Fund of Ukraine;
In electronic form via the Diia portal.
Application review period:
No later than 10 days after receiving the complete set of documents;
If submitted electronically with a qualified electronic signature (QES), no later than the next working day after receipt.
The assistance amount for the birth of the first and each subsequent child is UAH 41,280.
The payment is made in two stages:
One-time payment of UAH 10,320;
The remaining amount — in equal installments over the next 36 months.
In the case of the birth (or guardianship) of two or more children, assistance is granted for each child.
Assistance will be denied if the application is submitted later than 12 months after the child’s birth.
Payments are made through a post office or authorized banks.
The granting and payment of childbirth assistance are regulated by the Law of Ukraine No. 2811-XII dated November 21, 1992, “On State Assistance to Families with Children” and the Cabinet of Ministers Resolution No. 1751 dated December 27, 2001, “On Approval of the Procedure for Granting and Paying State Assistance to Families with Children.”
