The Digital Maturity Framework: New Opportunities for Small and Medium-Sized Businesses

As part of efforts to support entrepreneurship in Ukraine, the national project "Dія.Бізнес" continues to develop. The project is being implemented by the Ministry of Digital Transformation of Ukraine in collaboration with the Office for Entrepreneurship and Export Development.

The Ministry of Digital Transformation, together with the Office for Entrepreneurship and Export Development and the national project "Dія. Business, have developed and launched the SME Digital Maturity Framework https://business.diia.gov.ua/initiative/national-program-for-digital-maturity—a suite of free tools for assessing and developing a business’s digital capabilities.

These tools will help entrepreneurs assess their level of digitalization, receive personalized recommendations, and identify opportunities for growth.

The framework includes online tools developed based on international best practices and adapted to the needs of the Ukrainian market:

White Paper on Digital Maturity - an analytical document on barriers to digitalization and adapted international best practices.

Digital Maturity Matrix  - a structured tool for assessing businesses across key areas: strategy, business processes, customers, data analytics, cybersecurity, and innovation.

• The Digital Maturity Compass is a free online questionnaire that provides entrepreneurs with an analytical report and a personalized roadmap for digital development. To take the assessment, simply register or log in to your personal account on the Diya.Business portal.

As of today, over 2,000 companies have already been assessed. The average digital maturity score is 2.52 out of a possible 5, indicating that while most businesses use digital tools, they lack a comprehensive management system. The framework helps shift this approach—from chaotic decisions to conscious, consistent development.

A separate practical addition to the ecosystem is the Diya.Business Virtual Pop-Up Zone https://pop-up.diia-business.com/uk—a digital platform that allows Ukrainian companies to establish a presence in the digital space: create a business profile, showcase products and services, and find partners and new opportunities.

Today, over 400 entrepreneurs from various regions and industries have joined the platform.
