“Point of Support”: Assistance for People and Businesses

The Government has introduced the “Point of Support” program — a state aid initiative designed to help employers preserve jobs at Ukrainian enterprises affected by Russia’s armed aggression after January 1, 2026.

The program is implemented by the Ministry of Economy of Ukraine together with the State Employment Service of Ukraine.

“Point of Support” is a practical tool to withstand кризові conditions and prepare for business recovery.

What the program offers

The program provides compensation to employers for part of their labor costs during downtime or suspension of employment contracts, including reimbursement of the unified social contribution accrued on such payments.

The amount of assistance is calculated as the difference between an employee’s average monthly salary over the six months preceding downtime and the legally established downtime payment — but not exceeding twice the minimum wage set on the day the decision is made.

Duration

Up to 3 calendar months, with a possible extension to 6 months.

Who can apply

Employers are eligible if they:

• are actively operating, and the employee has been employed for at least 6 months;
• have no wage or tax arrears;
• are not undergoing bankruptcy or liquidation;
• are not budget-funded institutions;
• have confirmed damage or destruction of property due to hostilities after January 1, 2026;
• have officially declared downtime or suspended employment contracts;
• plan to resume operations.

How to apply

Employers must submit documents within 90 calendar days from the moment the grounds for assistance arise.

Required documents include:

– application to the employment center (or, starting from June, via the Diia portal);
– supporting documents (orders, payroll data, proof of property damage, recovery plan, etc.).

Applications are reviewed within 10 working days.
