On 26 February 2026, the Verkhovna Rada of Ukraine ratified the Agreement between the Government of Ukraine and the Government of the Republic of Slovenia on Technical and Financial Cooperation.
The Agreement is aimed at establishing a framework for attracting technical and financial assistance from the Government of the Republic of Slovenia. In particular, it defines the types and modalities of assistance (transfer of know-how, training, advisory services, supply of equipment and materials, introduction of new technologies, provision of grants), as well as the mechanism for approving technical and financial assistance projects.
“The Agreement opens a new chapter in closer cooperation between Ukraine and Slovenia. It will facilitate the implementation of reforms in the area of European integration and support sustainable economic and social development, as it enables the design and implementation of projects across many sectors—from infrastructure modernisation and energy efficiency to agriculture, telecommunications, and support for education,” commented Taras Kachka, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine.
Priority areas for developing cooperation under the Agreement will include:
infrastructure modernisation, urban development, and energy efficiency;
conflict prevention and resolution, peace and security;
science, research, technology, and innovation;
agriculture, the green transition, and environmental protection;
water supply and wastewater management;
energy;
telecommunications;
decentralisation;
modernisation of public administration and local self-government;
development of democratic institutions and the rule of law;
improvement of social policy;
healthcare, including medical rehabilitation programmes;
promotion of economic recovery and investment attraction;
support for education, etc.
