State assistance upon adoption of a child is granted to the adoptive parent (or, if the adopters are a married couple — to one of them, as they choose), who is a citizen of Ukraine, permanently resides in its territory, and has adopted a child from among orphans, children deprived of parental care, or a child whose parents have given consent for adoption — excluding cases where one spouse adopts the child of the other.
✳ Additional conditions:
🔸 The application must be submitted no later than 12 months from the date the court decision on adoption enters into force.
🔸 The assistance is granted to individuals who adopted a child after January 1, 2009, regardless of whether they are receiving other types of child-related assistance.
Required documents:
✅ A completed application form;
✅ A personal identification document;
✅ The child’s birth certificate (issued after amending the civil registry record based on the court’s adoption ruling);
✅ The court decision on adoption.

🔹 Via the Diia portal or mobile app;
🔹 Through the Pension Fund’s online services web portal;
🔹 In the Pension Fund of Ukraine mobile application;
🔹 Through authorized representatives of local self-government bodies;
🔹 At a Center for Administrative Services (TsNAP).
The assignment and payment of assistance are carried out in accordance with the Law of Ukraine “On State Assistance to Families with Children” dated November 21, 1992, No. 2811-XII.
The procedure for assigning and paying state assistance to families with children is approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 27, 2001, No. 1751.
