A disability pension is a state benefit granted to individuals who, due to their health condition, have partially or completely lost their ability to work (Law of Ukraine No. 1058-IV of 09.07.2003 “On Compulsory State Pension Insurance”).
Disability pensions are granted to persons with disabilities provided they have between 1 and 15 years of insurance coverage (the required duration depends on the age at which the disability is established).
The amount of a disability pension is calculated as a percentage of the old-age pension, depending on the disability group:
🔹 100% of the old-age pension — for persons with disabilities of Group I
🔹 90% of the old-age pension — for persons with disabilities of Group II
🔹 50% of the old-age pension — for persons with disabilities of Group III
A disability pension is granted from the date the disability is established if the application is submitted within three months of that date. If the application is submitted later, the pension is granted from the date of application.
The disability pension is granted for the full duration of the disability status.
Disability Pensions for Military Servicemembers
Under Articles 18–23 of Law of Ukraine No. 2262-XII of 09.04.1992, military servicemembers are granted disability pensions regardless of insurance coverage if disability occurs:
🔹 during military service;
🔹 or no later than three months after discharge;
🔹 or later than three months after discharge, but due to illness incurred during service.
The amount of the disability pension depends on the cause of disability.
For persons with war-related disabilities, the pension is:
🔹 Group I — 100% of monetary allowance
🔹 Group II — 80% of monetary allowance
🔹 Group III — 60% of monetary allowance
For other categories of persons with disabilities, the pension is:
🔹 Group I — 70% of monetary allowance
🔹 Group II — 60% of monetary allowance
🔹 Group III — 40% of monetary allowance
Minimum pension payments for persons with war-related disabilities:
🔹 Group I — 16,847 UAH
🔹 Group II — 13,822 UAH
🔹 Group III — 9,478 UAH
Disability Pensions for Persons Affected by the Chornobyl Disaster
These pensions are granted as compensation for actual losses, based on (Articles 54, 59 of Law No. 796-XII of 28.02.1991; Law No. 1584-IX of 29.06.2021):
🔹 the salary earned in the exclusion zone in 1986–1990;
🔹 or five times the minimum wage effective on January 1 of the relevant year.
The minimum disability pension for persons whose disability resulted from injury or illness caused by the Chornobyl disaster:
🔹 Group I — 9,855.71 UAH
🔹 Group II — 7,884.57 UAH
🔹 Group III — 6,077.70 UAH
🔹 Children with disabilities — 6,077.70 UAH
Minimum pension payments for Chornobyl disaster liquidators:
🔹 Group I — 100% of the national average wage used for pension calculation (from 01.03.2025 — 17,486.60 UAH)
🔹 Group II — 80% (from 01.03.2025 — 13,989.28 UAH)
🔹 Group III — 60% (from 01.03.2025 — 10,491.96 UAH)
