A disability pension is a state benefit granted to persons who have partially or completely lost their ability to work due to their health condition (Law of Ukraine No. 1058-IV of July 9, 2003, “On Compulsory State Pension Insurance”).
Disability pensions are granted to persons with disabilities who have between 1 and 15 years of insurance experience (the required length of insurance experience depends on the age at which the disability was established).
The amount of the disability pension is calculated depending on the disability group as a percentage of the old-age pension:
🔹 100% of the old-age pension — for persons with Group I disability;
🔹 90% of the old-age pension — for persons with Group II disability;
🔹 50% of the old-age pension — for persons with Group III disability.
The disability pension is granted from the date of disability determination, if the application for the pension is submitted no later than three months from the date of disability determination. If the application for the pension is submitted later, the pension is granted from the date of application.
The disability pension is granted for the entire period of disability determination.
Disability pensions are granted to military personnel regardless of their insurance record in the event of disability (Articles 18-23 of the Law of Ukraine dated 09.04.1992 No. 2262-XII):
🔹 during their service;
🔹 or no later than three months after discharge from service;
🔹 or later than three months after discharge from service, but as a result of illnesses that arose during military service.
The amount of the disability pension depends on the cause of the disability.
Persons with disabilities resulting from war are granted pensions in the following amounts:
🔹 Group I — 100% of monetary allowance;
🔹 Group II — 80% of monetary allowance;
🔹 Group III — 60% of monetary allowance.
Other persons with disabilities are granted pensions in the following amounts:
🔹 Group I — 70% of monetary allowance;
🔹 Group II — 60% of monetary allowance;
🔹 Group III — 40% of monetary allowance.
The minimum pension payment for persons with disabilities due to war cannot be less than:
🔹 Group I — UAH 16,847;
🔹 Group II — UAH 13,822;
🔹 Group III — UAH 9,478.
Disability pensions for victims of the Chernobyl disaster are awarded in the amount of compensation for actual losses, based on (Articles 54, 59 of the Law of Ukraine dated February 28, 1991, No. 796-XII, Law of Ukraine dated June 29, 2021, No. 1584-IX):
🔹 the salary received by a person in the exclusion zone in 1986-1990;
🔹 or five times the minimum wage established by law on January 1 of the corresponding year.
The amount of disability pension resulting from injury or illness due to the Chernobyl disaster cannot be less than:
🔹 Group I — UAH 9,855.71;
🔹 Group II — UAH 7,884.57;
🔹 Group III — UAH 6,077.70;
🔹 for children with disabilities — 6,077.70 UAH.
The minimum pension payment for persons with disabilities resulting from the Chernobyl disaster who were involved in the cleanup of the Chernobyl accident cannot be less than:
🔹 Group I — 100% of the average salary (income) in Ukraine, from which insurance contributions are paid and which is taken into account for calculating the pension for the previous year (from March 1, 2025 — UAH 17,486.60);
🔹 Group II — 80% (from March 1, 2025 — UAH 13,989.28);
🔹 Group III — 60% (from March 1, 2025 — UAH 10,491.96).
