Conditions for Granting and Paying Monetary Compensation for the Value of the One-Time In-Kind Assistance "Baby Package"

Starting from July 1, 2025, the Pension Fund of Ukraine is entrusted with the functions of assigning and paying monetary compensation for the value of the one-time in-kind assistance known as the “Baby Package” (Resolution of the Cabinet of Ministers of Ukraine No. 765 dated June 25, 2025).

The compensation is provided to the parents of a newborn child, and in their absence — to foster carers, adoptive parents, guardians, or caregivers of the newborn child. The funds are transferred to a dedicated current account with special usage terms, opened in an authorized bank.

The amount of compensation equals three subsistence minimums for children under the age of six, as established by law on the child’s date of birth. In 2025, this amounts to UAH 7,689 (UAH 2,563 × 3).

Required documents:

🔸 A completed application form;

🔸 An identity document;

🔸 The child’s birth certificate, or a copy of the birth certificate issued by a competent authority of a foreign state, duly legalized unless otherwise provided by law or international treaties ratified by the Verkhovna Rada of Ukraine, along with a notarized translation into Ukrainian;

🔸 A guardianship or custody decision from the relevant authority or court (if guardianship over the child has been established);

🔸 A decision by a district administration, Kyiv or Sevastopol city administration, or an executive body of a city council regarding the placement of the child in a foster family, family-type children's home, or with a patronage caregiver.

Methods of application:

✔ In person at a service center of the Pension Fund of Ukraine;

✔ Electronically via the Diia portal;

✔ Through authorized representatives of the executive body of the village, settlement, or city council of the relevant territorial community, or through an Administrative Services Center (CNAP).

The monetary compensation is granted if the application is submitted no later than 12 months from the date of the child’s birth, except in cases where a court has established the fact of birth in a territory where martial law, a state of emergency, or temporary occupation is in effect. In such cases, the application to the court must be submitted within 12 months of the child’s birth date (as determined by the court ruling), and the application for compensation must be submitted no later than 30 days after receiving the birth certificate.
