Starting July 1, 2025, the Pension Fund of Ukraine is responsible for appointing and paying financial support to foster parents and caregivers for the provision of social services in family-type children's homes and foster families, including the payment of a single social contribution (SSC) on their behalf. (The procedure for appointment and payment is established by Resolution of the Cabinet of Ministers of Ukraine No. 552 dated June 26, 2019.)
This support is granted to foster parents and caregivers based on a decision by the guardianship and custody authority regarding the establishment of a family-type children’s home or foster family and the placement of orphans and children deprived of parental care in them.
Key Points:
Financial support is appointed and paid monthly to each foster parent and to one of the adoptive parents.
The amount is equal to one subsistence minimum for an able-bodied person (₴3,028 in 2025) per each foster or adopted child, regardless of any other benefits such as pensions, alimony, scholarships, or state assistance.
Required Documents:
🔸 Application from foster parents or one of the adoptive parents
🔸 Decision of the district administration or city/district council on the placement of the child in a family-type home or foster family
🔸 Documents confirming the child’s legal status
🔸 Copy of the medical and social expert commission’s examination report or relevant medical conclusion for children with disabilities, issued according to the Ministry of Health’s procedures
🔸 Information from the State Enforcement Service on the amount of alimony
🔸 Certificate from the educational institution stating the scholarship amount
🔸 Copy of a certificate proving the person resides, works, or studies in a mountainous settlement, issued under the Law of Ukraine “On the Status of Mountainous Settlements in Ukraine”
How to Submit Documents:
✔ At a Pension Fund service center — regardless of registered/residence address
✔ By postal mail
✔ Through authorized officials of village, town, city, or district councils
✔ Through a CNAP (Administrative Service Center) — regardless of registered/residence address
✔ In electronic form (if technically available) — via the Pension Fund of Ukraine’s e-services portal, mobile app, or the Diia portal
The financial support is appointed from the date the child is placed in a family-type home or foster family and is paid until the child turns 18, or — in the case of continued education in general secondary, vocational, professional pre-higher, or higher education institutions — until the age of 23 or the completion of studies.
