The Cabinet of Ministers of Ukraine has approved the National Programme for the Adaptation of Ukrainian Legislation to the law of the European Union (EU acquis).
The Programme is one of the key elements of the EU accession process. It contains a comprehensive list of EU legal acts that have not yet been implemented in Ukrainian legislation and for which there are relevant recommendations of the European Commission. The Programme establishes an institutional and legal framework for the systematic implementation of reforms and the full alignment of Ukrainian legislation with EU law.
The document is based on screening reports and benchmarks (conditions) defined by the EU and is structured in accordance with the negotiation Clusters and chapters. An important component of the Programme is the Roadmaps on the rule of law, public administration reform, and the functioning of democratic institutions, as well as the Action Plan on the protection of the rights of persons belonging to national minorities (communities) of Ukraine.
Thus, the document comprises 1,875 tasks, providing for the implementation of more than 1,600 EU legal acts. All measures are consolidated in a document exceeding one thousand pages. The Programme defines which specific EU legal acts are to be implemented, sets clear deadlines for their implementation, and designates responsible authorities.
Ukraine’s objective is to complete the full adaptation of its national legislation to EU law by 2027, taking into account possible transitional periods.
Monitoring and evaluation of the Programme’s implementation will be carried out through the “Pulse of Accession” information system, which will ensure transparency, regular progress tracking, and effective coordination among all stakeholders involved.
The Programme will be regularly updated, taking into account the progress of the negotiation process and the assessments of the European Commission. Coordination and monitoring of implementation will be carried out by the Government Office for Coordination of European and Euro-Atlantic Integration.
