Victoria Kotova is the winner of the regional selection for the Order of Saint Panteleimon

The Donetsk Regional Council, in connection with the "Order of St. Panteleimon" award, is pleased to announce the winners of the regional selection round for the 2025–2026 season.

Victoria Kotova is a shining example of how personal strength and dedication to one’s oath can save thousands of lives. Her work can serve as an example both for many aspiring volunteers and for those who have been working in the humanitarian field for quite some time. That is why Viktoria became the winner of the regional selection for the Order of St. Panteleimon award in the “Model of Service to Society” category.

Victoria Kotova is an example of exceptional courage and professional self-sacrifice. Having begun her career in local government at the age of 19, she rose from accountant to deputy village head, and during Ukraine’s most difficult period, she became a “pillar of strength” for the frontline community of Toretsk.

From the very first days of the full-scale invasion, she never left her post, taking full responsibility for the community’s vital functions amid immediate danger.

She personally coordinated round-the-clock aid deliveries and the distribution of financial assistance. Thanks to her persistence, scattered volunteer initiatives were transformed into an effective support network for residents.

She organized complex evacuation routes from the most dangerous areas of the Toretsk community (the villages of Pivnichne and Druzhba, and the town of Zalizne), working in coordination with paramedics and support services.

Amid the shelling, she ensured the establishment of shelters and the creation of support centers for residents. For the community, Viktoria has become not just an official, but a symbol of safety and hope.

Viktoria Kotova is the community’s gentle strength. Her work goes far beyond the scope of her job description, becoming a true service to the people of Ukraine that meets the highest criteria for the Order of St. Panteleimon.
