In 2026, the Ministry of Veterans Affairs continues to pay monetary compensation for housing rental in accordance with Resolution No. 252 of the Cabinet of Ministers of Ukraine.
The program is designed to support veterans, female veterans, and their families in cases where their own housing has been lost, damaged, or is temporarily unavailable, as well as in situations of forced relocation or rehabilitation.
The government recently expanded and improved the program. From now on, all veterans who have lost their homes as a result of Russian aggression are eligible to receive monthly payments from the state to cover their rent.
🔹Who can take advantage of the program?
The following are eligible for payment:
✅ Veterans with UBD status or persons with disabilities as a result of war who have already been discharged from service;
✅ military personnel who were mobilized or participated in combat operations, have been discharged from service but have not yet obtained UBD status, or persons with disabilities as a result of war;
✅ police officers and rescuers who performed tasks to protect Ukraine, have been discharged from service, and currently do not have UBD status or war-related disability;
✅ veterans who were deprived of their personal freedom by the aggressor state in connection with the defense of Ukraine, who have returned from captivity and do not have a place to live, or whose homes have been destroyed (damaged) or remain in the territory occupied by the Russian Federation.
🔹What is the amount of compensation?
It depends on the location:
📍Kyiv, Dnipro, Lviv, Odesa — 2 subsistence minimums (UAH 6,656);
📍Regional centers — 1.5 times the minimum subsistence level (UAH 4,992);
📍Other settlements — 1 minimum subsistence level (UAH 3,328).
If the rental cost exceeds the specified amount, veterans must pay the difference themselves. In the case of short-term rent, compensation is calculated in proportion to the number of days of residence.
🔹Where to submit an application?
▪️Through the structural unit responsible for veteran policy at the place of rented housing;
▪️The Administrative Services Center (ASC) at the location of the rented accommodation (service 02606).
You can submit your application for compensation in person or send the documents by mail (registered letter).
If necessary, the structural unit assists the applicant in preparing the documents (checks the submitted documents, determines the amount of compensation).
☝A specialist in assisting war veterans and demobilized persons can also help in preparing the documents.
🔹Funds will be credited monthly to the bank account (IBAN) specified in the application.
Payments may be extended for another 6 months if the defenders do not have other housing.
