"For Defenders and Their Families"—a new comprehensive service for veterans on the Diya portal

We continue to expand digital opportunities for veterans—both men and women—and their families, making government services even more convenient and accessible.

Together with the Ministry of Digital Transformation, the Ministry of Defense, the Ministry of Social Policy, and international partners, we have launched a new service, “For Defenders and Their Families,” on the Diya portal at https://diia.gov.ua/services/zakhysnykam-ta-ikhnim-rodynam

It allows military personnel, veterans, and family members of fallen Defenders of Ukraine to submit a single application to receive multiple government services.

🔹Through this new service, you can:

✅Obtain the status of a person with a war-related disability (provided that the decision establishing the disability was issued after June 1, 2024) or the status of a family member of a fallen (deceased) Defender of Ukraine.

✅Apply for a one-time cash benefit (OCB) from the Ministry of Veterans Affairs.

✅Apply for social services for people in difficult life circumstances.

🔹Key benefits:

One application instead of several separate requests. Within a single service, you can apply for the statuses listed above and submit an application for a temporary residence permit. Previously, to receive these related services, you had to submit several separate applications. For example, you first had to apply for refugee status, wait for a decision, and only then apply for a temporary residence permit and social services.


Now, all of this can be selected and processed simultaneously within a single application.


Digital access to services and benefits. Thanks to this comprehensive service, applicants do not need to go through multiple stages of document submission. You can submit an application and receive the outcome of its review online via the Diya portal without having to visit various agencies in person.


🔹Who is eligible


▪️military personnel, veterans, and female veterans with war-related disabilities;


▪️family members of fallen (deceased) Defenders of Ukraine. An application can be submitted on one’s own behalf, as well as on behalf of the child of a fallen (deceased) Defender of Ukraine.

🔹How to apply

1️⃣On the Diya portal, select the “For Defenders and Their Families” service at https://diia.gov.ua/services/zakhysnykam-ta-ikhnim-rodynam, click “Submit an Application,” and log in to your account.

2️⃣Select which category you belong to—military personnel (or a person discharged from military service) or a family member of a fallen Defender (FMFD).

3️⃣Select the services you wish to receive.

4️⃣Fill out the application and verify the information retrieved from government registries. If necessary, add or confirm any additional information required to receive the selected services.

5️⃣Sign the completed application with an electronic signature or a Diya.Signature.

6️⃣The decision on the outcome will be sent to your email and displayed on the Diya portal under “Services” — “Requested Services.”

Applications are processed within 5–30 calendar days, depending on the selected services. If additional information is needed from the applicant or other government agencies, processing times may be longer.

Most data is automatically retrieved from government registries. However, in some cases, the applicant may be asked to provide additional documents. These may include documents regarding decisions by the Medical and Social Expert Commission (MSEC) or the Expert Commission on the Causes of Death (ECCD), documents regarding the cause of death, etc.

If a person eligible for the service is under 18 years of age, the application must be submitted by a parent or legal guardian who is a citizen of Ukraine.

These services are provided by the Ministry of Digital Transformation of Ukraine in collaboration with the Ministry of Veterans Affairs of Ukraine, the Ministry of Social Policy, Family, and Unity of Ukraine, and the Ministry of Defense of Ukraine, with the support of the “Diya Support Project,” which is implemented by the United Nations Development Programme (UNDP) in Ukraine with funding from Sweden.
