Protecting the rights of internally displaced persons: representatives from Donetsk region join meeting chaired by Iryna Vereshchuk

On February 13, Deputy Head of the Donetsk Regional State Administration Oleksandr Shevchenko, together with the Head of the Council on Internally Displaced Persons at the Donetsk Regional State Administration and heads of structural units, joined a meeting on ensuring the rights and freedoms of internally displaced persons. The event was chaired by Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk.

Participants focused on strengthening state policy in the field of protection of internally displaced persons. For the Donetsk region, this issue remains one of the key ones, as the region has a significant number of IDPs and evacuated residents due to armed aggression.

During the meeting, participants discussed a draft resolution of the Cabinet of Ministers of Ukraine on providing subsidies to local budgets for the creation of housing funds for temporary or supported accommodation for IDPs and evacuated persons, particularly in rural areas.

The participants paid special attention to the mechanism for compensating citizens for the restoration of damaged housing at their own expense, possible changes to the procedure for paying living assistance to IDPs, compensation for utility costs, and improving the nursing care program, taking into account the work of transit centers.

They also discussed access for relocated medical facilities to the Medical Guarantees Program packages in 2026, preferential mortgage lending for IDPs, including risk insurance when purchasing housing, pension payments to citizens in temporarily occupied territories, and the participation of military personnel – IDPs in the "eOselya" program.

Following the meeting, the participants identified further steps for finalizing regulatory decisions. The Donetsk Regional State Administration continues to cooperate systematically with central authorities to strengthen social protection and ensure the housing rights of internally displaced persons.
