The Secretariat of the Ukrainian Parliament Commissioner for Human Rights, in cooperation with the NGO Ukraine Without Torture, announces the selection of representatives of civil society organizations to participate in training who will join visits within the framework of the national preventive mechanism (hereinafter referred to as NPM).
The NPM is a system of regular, independent visits to any place under the jurisdiction and control of the state where persons deprived of their liberty are or may be held, by order or instruction of a state body, or with its knowledge or tacit consent.
Visits are carried out with the aim of strengthening, where necessary, the protection of such persons from torture and other cruel, inhuman, or degrading treatment or punishment.
The NPM of Ukraine operates on the "Ombudsman+" model, which provides for visits to places of detention by employees of the Ombudsman's office together with representatives of civil society.
A representative of a public organization who has reached the age of eighteen, is of good character, and is capable of performing the duties assigned to him or her in terms of moral qualities and health may be involved in NPM visits.
The following persons are not eligible to receive a written authorization from the Commissioner to conduct NPM visits:
- recognized by the court as having limited legal capacity or no legal capacity;
- who have chronic mental illnesses;
- who have an unexpunged or unextinguished criminal record;
- members of the Ukrainian parliament, members of the Ukrainian Cabinet of Ministers, judges, prosecutors, law enforcement officials, military personnel, court officials, other civil servants, and local government officials;
- persons who do not speak the official language of Ukraine.
The training will take place in two stages: online and offline, and participation is free of charge.
All interested parties who meet the specified criteria are invited to participate in the online part of the training.
Those who successfully complete the online training will be invited to participate in the offline part.
Participants who successfully complete both parts of the training will be recommended for assignment by the Ukrainian Parliament Commissioner for Human Rights to visit places of detention within the framework of the NPM.
