Q&A: Does a Period of Unemployment Count Toward Insurance Record?

Looking for a job is an important period that may also affect your future pension. One of the most common questions is whether the time spent registered with the Employment Service counts toward your insurance record.

Yes. If, after 2004, you were registered with an Employment Center and received unemployment benefits, as well as financial assistance during vocational training, retraining, or advanced training, this period is included in your insurance record.

Periods during which a person received partial unemployment benefits (including those provided during the COVID-19 quarantine restrictions) are also counted toward the insurance record.

What about periods before 2004?

These periods are counted in accordance with the Law of Ukraine "On Pension Provision", provided that the relevant period was recorded in the individual's employment record book by the Employment Service.

If your paper documents have been lost, you can confirm that you received unemployment benefits by obtaining a certificate from the State Employment Service.
