Ukrainians released from captivity can take advantage of benefits for sanatorium treatment: what changes have taken place

By Resolution No. 1167 of September 17, 2025, the Government amended the Procedure for providing sanatorium and resort vouchers to certain categories of citizens and paying them compensation for the cost of independent sanatorium and resort treatment, approved by Resolution No. 187 of February 22, 2006.

The amendments are aimed at improving the mechanism for providing preferential sanatorium and resort treatment and compensation, in particular for persons who have been deprived of their personal liberty as a result of armed aggression against Ukraine (hereinafter referred to as “victims”).

Affected persons are entitled to preferential sanatorium-resort treatment lasting 18 calendar days or compensation no later than 12 months after their release from places of detention.

The amendments provide for the right of affected persons, at their request, to have one accompanying person to accompany them during sanatorium-resort treatment under the state program.

The accompanying person may be not only a relative, but also any other authorized person trusted by the released prisoner. For the accompanying person, the state will provide a voucher for accommodation (without medical procedures) or pay compensation for its cost.

The cost of a voucher without treatment for a person accompanying the injured person is determined at 0.7 of the maximum cost of preferential sanatorium-resort treatment.

In order to ensure the availability of information about sanatorium and resort facilities, the Social Protection Fund for Persons with Disabilities compiles a list of sanatorium and resort facilities by region and nosology that provide sanatorium and resort treatment services, and publishes it on official information resources.

The state budget program “Social Protection of Persons with Disabilities” provides for the provision of vouchers without treatment or compensation for persons accompanying the victims.

For reference: In 2025, the maximum cost of a voucher (bed-day) for the provision of preferential sanatorium and resort treatment services to victims is 16,416.0 (912.0) hryvnias (UAH).
