By Resolution No. 1433 of 5 November 2025, the Cabinet of Ministers of Ukraine introduced a one-time financial assistance payment “Winter Support” in the amount of 6,500 UAH for certain categories of individuals during the winter period of 2025/26.
Who is eligible for the assistance:
✅ Individuals who, as of 1 November 2025, are:
▫️ recipients of state assistance for children under guardianship or custody;
▫️ recipients of state social assistance for orphans and children deprived of parental care, including persons with disabilities from among them, who are living in family-type children’s homes or foster families.
✅ One family member who, as of 1 November 2025, is:
▫️ a recipient of subsistence assistance for internally displaced persons — for each child registered as an IDP who, as of 1 November 2025, is under 18 years old, and for an IDP with a Group I disability;
▫️ a single pensioner receiving a pension amount not exceeding four times the subsistence minimum for persons who have lost working capacity as of 1 January 2025 (9,444 UAH);
▫️ a recipient of state social assistance for low-income families.
How to receive the payment:
You can apply for the one-time financial assistance until 17 December 2025:
🌐 Online — through the Diia mobile application;
✍️ In person — at a service center of the Pension Fund of Ukraine.
💳 The assistance will be transferred either to the beneficiary’s current account with a special usage regime (if opened at a bank) or to a Diia.Card for purchasing clothing, footwear, medicines, and vitamins.
📆 The funds must be used within 180 days from the date they are credited.
