Purpose of Reporting:
Designed to protect workers' rights during large-scale workforce reductions by giving the State Employment Service and labor unions advance notice to prepare employment assistance, career counseling, and job placement measures.
Who Must File:
All employers (both corporate entities and individual entrepreneurs) who plan a mass layoff of employees based on Point 1 of Part 1 of Article 40 of the Labor Code of Ukraine due to:
Changes in the organization of production and labor.
Enterprise liquidation, reorganization, or bankruptcy.
Reduction in employee headcount or staff positions.
Filing Deadline & Conditions:
Form No. 4-PN must be submitted in advance of the planned mass release of workers to the local branch of the State Employment Service at the place of the employer's business registration.
