Does Unemployment Benefit Stop If You Leave the Country?

In our “Question & Answer” section, we explain whether unemployment benefits are terminated if a person registered with the Employment Service leaves Ukraine due to the war.

As a result of the full-scale war, many Ukrainians have been forced to leave their homes and move abroad. In such circumstances, people often ask what happens to their unemployment status and benefit payments while they are outside Ukraine.

If a registered unemployed person plans to leave Ukraine, they must inform the Employment Service about their departure. This should be done no later than three working days before crossing the border. If the stay abroad exceeds 30 calendar days, the individual must submit an application to terminate their registration as an unemployed person.

This requirement exists because, while abroad, the Employment Service cannot fully provide its services, and the individual cannot fulfill the obligations of a registered unemployed person, including attending meetings with employers, participating in job placement activities, and maintaining communication with the Employment Service in accordance with established procedures.

At the same time, it is important to know that after returning to Ukraine, a person has the right to reapply to any Employment Center, restore their unemployment status, and receive unemployment benefits in accordance with the law.
