Is Unemployment Benefit Paid During Participation in Public Works?

Under martial law in Ukraine, the state actively engages unemployed citizens in socially beneficial work through the “Recovery Army” project. Such work provides an opportunity for temporary employment, earning an income, and at the same time helping local communities and the country.

Today, in our “Question and Answer” section, we explain: Is unemployment benefit paid while participating in socially beneficial work?

ANSWER: No. During participation in socially beneficial work, the payment of unemployment benefits is suspended.

Socially beneficial work is temporary employment aimed at supporting community life, eliminating the consequences of war, assisting socially vulnerable groups, restoring infrastructure, and carrying out other important tasks. Participants are officially employed under fixed-term employment contracts and receive wages for the work they perform.

At the same time, it is important to understand that participation in socially beneficial work does not deprive a person of their unemployed status. After completing the temporary work, an individual may remain registered with the Employment Service and continue receiving unemployment benefits in accordance with established procedures.

Therefore, unemployment benefits are not paid while performing socially beneficial work because the participant receives official income from employment.

Once the work is completed, social benefit payments are automatically resumed, allowing citizens to maintain social protection while contributing to the recovery of the country.
