Despite the challenges of wartime, state-owned banks continue to implement government programs providing financial support to businesses, aimed at sustaining entrepreneurial activity, creating new jobs, developing production, and reviving the economy. One of the key instruments of such support remains the state program “Affordable Loans 5-7-9%,” implemented in accordance with Resolution No. 28 of the Cabinet of Ministers of Ukraine dated January 24, 2020, “On the Provision of State Financial Support.”
A new initiative by Oschadbank JSC—the “Women’s Business” program—deserves special attention. It is being implemented as part of the state program “Affordable Loans 5-7-9%” and is aimed at supporting women’s entrepreneurship in Ukraine.
The program creates an ecosystem where women entrepreneurs receive financial solutions and tools for growth and provides financing to clients with business experience in accordance with the terms of all current Oschadbank JSC loan products, including the “Affordable Loans 5-7-9%” program.
The program provides for the following:
simplified lending under the “Affordable Loans 5-7-9%” program for terms of up to 120 months;
financing for the purchase of fixed assets, replenishment of working capital, and acquisition of a franchise;
deferral of principal repayment for the first 6 months;
financing for newly established businesses (including startups) to purchase a franchise (up to 5 million UAH) or loans for investment projects in agricultural activities (up to 10 million UAH).
The “Women’s Business” program is available to both women who already run a business and aspiring female entrepreneurs who are just planning to bring their business ideas to life, specifically:
women who are sole proprietors or legal entities with significant female ownership;
aspiring female entrepreneurs who have an idea but need support;
owners of family businesses;
members of business associations, clusters, and women’s clubs.
For entrepreneurs in Donetsk Oblast who are operating in areas of potential hostilities (according to the List of Territories Where Hostilities Are (Were) Taking Place or That Are Temporarily Occupied by the Russian Federation, approved by Order No. 376 of the Ministry of Community and Territorial Development of Ukraine dated February 28, 2025) or who are resuming operations after relocation, state financial support programs remain an important mechanism for attracting accessible resources for business development, production modernization, and the implementation of new investment projects.
