The Cabinet of Ministers of Ukraine has extended the Ministry of Veterans Affairs’ project, which provides state assistance to cover tuition costs for the children of male and female veterans. This applies to students enrolled in vocational or higher education institutions who are paying tuition out of their own pockets.
Consequently, students enrolled for the 2026/2027 academic year will also be eligible to receive financial support from the state—reimbursement of tuition costs under the relevant agreement for one academic year.
The government will allocate over 320 million hryvnias for this purpose.
The Ministry of Veterans Affairs reports that to receive state assistance, the student must submit documents confirming their status to the educational institution.
An educational institution participating in the project is required to enter the provided information into the Unified State Electronic Database on Education (USEDE) within three business days.
The student will receive a certificate via the Diya app, which must be confirmed within 20 calendar days of receipt.
Once the certificate is confirmed, the funds will be transferred to the educational institution’s special account.
The following individuals are eligible to receive state assistance to cover tuition:
- children who have the status of a family member of a fallen (deceased) Defender of Ukraine;
- children of combatants and persons with disabilities resulting from the war for Ukraine’s independence;
- children of persons who have the status of a war veteran and are considered missing under special circumstances;
- children of individuals who have the status of war veterans and for whom it has been established that they were held captive by the enemy;
- children of individuals who became disabled as a result of wounds, injuries, concussions, or other health impairments sustained during the Revolution of Dignity;
- children of individuals recognized as victims of the Revolution of Dignity.
The Government has also improved the mechanism for implementing this project.
Among the main changes:
- The procedure for providing state assistance to the children of fallen Defenders of Ukraine has been simplified—the requirement to verify the birth records of such children has been eliminated;
- Emphasis has been placed on the responsibility of educational institutions to ensure the accuracy and timely updating of information in the Unified State Electronic Database on Education (USEDE);
- The ability to correct errors in data and revoke certificates containing inaccurate information;
- The ability to reissue a certificate if a student was unable to confirm it on time due to a technical glitch;
- The obligation of the educational institution to return any excess funds received to the Ministry of Veterans Affairs within seven business days.
If a student has independently paid the tuition fees or a portion thereof for the relevant academic year, the educational institution will reimburse the student for the amount paid upon receiving state aid funds from the Ministry of Veterans Affairs.
State aid is provided as a one-time payment during the pilot project period in the 2024/25, 2025/26, or 2026/2027 academic years
The procedure for implementing the project was approved by Cabinet of Ministers Resolution No. 318. The project is being implemented by the Ministry of Veterans Affairs of Ukraine, the Ministry of Digital Transformation of Ukraine, and the Ministry of Education and Science of Ukraine.
