A seminar was held for community representatives in the Donetsk region on current issues related to their activities under martial law

On August 6, a seminar was held with representatives of district and local military administrations to discuss current issues regarding the exercise of powers by state authorities and local self-government bodies under martial law. More than 250 specialists from the Donetsk region participated in the seminar.

The event also addressed the following issues:

  • working with informants during martial law;
  • amendments to Resolution No. 76 of the Cabinet of Ministers of Ukraine dated January 27, 2023, “Certain Issues Regarding the Implementation of the Provisions of the Law of Ukraine ‘On Mobilization Preparation and Mobilization’;
  • proposals for maintaining records of war veterans, combatants, and war invalids in relocated communities, and the exchange of information with the Territorial Coordination Center;
  • problematic issues regarding the confirmation of ownership rights to real estate in the absence of data from the Bureau of Technical Inventory;
  • specifics of procuring works under the new Law of Ukraine “On Public Procurement”;
  • specifics of determining construction costs under martial law in the context of preparing cost estimates, taking into account Resolution No. 1512 of the Cabinet of Ministers of Ukraine dated November 19, 2025;
  • implementation of the National Strategy for Creating a Barrier-Free Environment in Ukraine for the period up to 2030;
  • regarding hubs as support centers for internally displaced persons (IDPs) outside the region;  
  • mechanisms for reimbursing the debt arising from the difference in heating tariffs incurred by utility companies due to the moratorium on tariff increases, and what steps the company and the local government must take to receive such reimbursement from the state budget;
  • undergoing medical examinations at local government offices under martial law.

The seminar was organized and conducted by the Department for Coordination with Local Governments in collaboration with relevant departments of the regional state administration, the Donetsk Regional Territorial Center for Recruitment and Social Support, and the Kharkiv Interregional Directorate of the Ministry of Justice.
