Donetsk region joins efforts to develop a mechanism for financing housing for displaced persons

On February 26, a meeting was held to discuss the possibility of providing subsidies from the state budget to local budgets for the reconstruction and refurbishment of state-owned premises to create temporary housing funds for displaced persons. The event was chaired by Iryna Vereshchuk, Deputy Head of the Office of the President of Ukraine.

The meeting was attended by Oleksandr Shevchenko, Deputy Head of the Donetsk Regional State Administration, as well as representatives of the regional state administration departments: social protection, finance, economy, and housing and communal services.

During the event, the main focus was on possible mechanisms for using subsidy funds specifically for state-owned properties to create temporary accommodation funds for evacuees and internally displaced persons. Separate emphasis was placed on the need to ensure transparency of financing, strict adherence to established procedures, and effective control over project implementation.

Participants also discussed the requirements for state-owned properties that can be reconstructed or converted into housing for displaced persons, and the algorithm for interaction between state authorities and local self-government bodies within the framework of the implementation of the relevant mechanism.

Following the meeting, further steps were determined regarding the finalization of the draft decision on granting subsidies, agreeing on a list of potential properties, and forming consolidated proposals from the regions.

The Donetsk Regional State Administration will continue to actively work on creating effective mechanisms to ensure the housing rights of displaced persons.
