The implementation of the Strategy for Ensuring the Right of Children to Grow Up in a Family Environment was discussed in Donetsk Oblast

On February 26, 2026, Deputy Head of the Regional State Administration Oleksandr Shevchenko held a meeting of the working group on the implementation of the Strategy for Ensuring the Right of Every Child in Ukraine to Grow Up in a Family Environment for 2024-2028.

The meeting was attended by Yulia Ryzhakova, Head of the Regional State Administration's Children's Affairs Service; Yulia Danilova, Head of the Methodological Support for Social Work Department of the Donetsk Regional Center for Social Services; members of the working group on the implementation of the Strategy for Ensuring the Right of Every Child in Ukraine to Grow Up in a Family Environment for 2024-2028, and deputy heads of military administrations of settlements in Donetsk region.

Yulia Ryzhakova reported on the status of implementation of the regional operational plan of measures for the implementation of the strategy to ensure the right of every child in Ukraine to grow up in a family environment in 2025, and Yulia Danilova reported on the development of family forms of upbringing in Donetsk region.

Members of the working group discussed important aspects of further work on the following issues:

  • ensuring the timely identification of children who are in difficult life circumstances and remain living in the Donetsk region;
  • ensuring the timely identification of children who are without parental care, in order to take measures for their social and legal protection;
  • ensuring the functioning of existing family-type children's homes, foster families, and patronage families, and the need to find new families who would take in children who, for various reasons, have been left without parents.

With the aim of successfully implementing and realizing the Strategy for Ensuring the Right of Every Child in Ukraine to Grow Up in a Family Environment for 2024-2028, a corresponding decision was made and priority areas for further work were identified.
