President of Ukraine Volodymyr Zelenskyy held a meeting with Prime Minister Yuliia Svyrydenko, all members of the Cabinet, and Chairman of the Verkhovna Rada Ruslan Stefanchuk, during which Ministers reported on the first 100 days of the reformed Government. The discussion also covered key tasks for the next 100 days.
The main topics included energy, funding for the security and defense sector, pressure on Russia, weapons production, veteran rehabilitation, salaries for teachers, scientists, and medical professionals, social services, compensation for destroyed housing, digitalization, and cooperation with international partners.
Yuliia Svyrydenko presented the Government’s achievements and reported on securing financial support from foreign partners.
“In 100 days, we focused on financing all critical areas for the state. Support for the state budget included USD 9.4 billion through the ERA loan mechanism and EUR 3.05 billion via the Ukraine Facility. More than USD 2.6 billion was mobilized for defense needs through the PURL mechanism. We also secured funds to protect energy infrastructure and to purchase gas for the winter,” the Prime Minister said.
The President noted that 70% of gas import financing is already secured and instructed the Government to ensure full 100% coverage without delay. Minister of Foreign Affairs Andrii Sybiha and Minister of Energy Svitlana Grynchuk were tasked with fully implementing agreements with Germany, Norway, Italy, the Netherlands, and the European Commission on financing and supplying the necessary electricity generation equipment.
The Government also conducted a comprehensive audit of defense spending, developed the legal framework, Defence City, for Ukrainian weapons manufacturers, and implemented the Delta system for the military at all levels.
Minister of Defense Denys Shmyhal reported that companies are ramping up production of FPV drones, interceptor drones, and deep-strike systems. The President emphasized that by the end of the year, the share of Ukrainian-made weapons used to defend our state must exceed 50%. The Head of State also set the task of launching a controlled export program for Ukrainian weapons next month.
Additionally, the Ministry of Defense plans to complete the first stage of the Armed Forces’ transformation and fully transition to a corps system.
Also, the online platform “Veteran Pro” was launched, providing up-to-date information on housing, compensation for destroyed buildings, disability status due to the war, workplace adaptation, and veteran sports applications. Minister for Veterans Affairs Nataliia Kalmykova reported that adaptation programs have already begun for veterans who lost their sight.
“Last week we adopted a resolution on long-term care – for those who suffered severe injuries and need broader services than palliative care for civilians not injured in combat,” she added.
Minister of Social Policy, Family, and Unity Denys Uliutin reported on the implementation of the Schoolchild Package program and services for orphans and children deprived of parental care, under the Family Home initiative.
“Family Home is for children who cannot or do not wish to be adopted, including children with disabilities. With support from the Olena Zelenska Foundation, homes providing this service will appear in the first two regions. The service will then be piloted in 12 regions and eventually scaled nationwide,” he said.
Plans also include increasing payments for foster and adoptive parents. Work is ongoing to improve prosthetics for military personnel and simplify access to high-performance prosthetics.
Close attention was given to healthcare, particularly medicine prices and availability. The President stressed that the Minister of Health must ensure tangible results so that people actually see medicines becoming more accessible.
Viktor Liashko reported on simplifying access to medical training for combat medics and their employment in the civilian healthcare system, as well as improving salary guarantees for medical professionals.
“In next year’s budget, we are adding UAH 16 billion to the medical guarantees program. The Government is introducing several initiatives to provide additional funding to medical facilities, especially in frontline regions. It is crucial that hospital administrators use these additional funds efficiently, primarily to raise healthcare workers’ salaries. Calculations show that, for example, a family doctor could earn UAH 35,000 thanks to this,” he noted.
Raising salaries for teachers and lecturers in the coming year was also discussed. Minister of Education and Science Oksen Lisovyi reported that the Ministry conducted a full evaluation of all academic institutions – the first under the new basic funding model.
“UAH 155 million has already been allocated to academic institutes achieving high results and certified at category A. Next year, more than 40% of academic institutions with the highest categories will receive additional funding under the new model,” Oksen Lisovyi said.
Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development, Oleksii Kuleba, reported on regional reconstruction. He noted that thanks to a new water pipeline, centralized water supply for half a million residents of Mykolaiv was restored for the first time since 2022. The first standard-gauge railway from Uzhhorod was opened, and the largest port investment project has begun. The eRecovery compensation program has also been scaled up for internally displaced persons from temporarily occupied territories.
“A resolution has already been adopted, under which people whose property remains in temporarily occupied territories will receive UAH 2 million for the purchase of new housing. We have allocated the first UAH 15 billion for this project. It will benefit families of combatants and those who became disabled due to the war. This is the first stage, and work with international partners is already underway to secure additional resources so that all families from TOTs receive compensation,” Oleksii Kuleba said.
The President instructed Minister of Finance Serhii Marchenko to assess concrete public needs in Ukraine for the allocation of funds from frozen Russian assets.
The Head of State also tasked the Minister of Foreign Affairs with synchronizing restrictive measures against Russia: aligning partner sanctions within Ukrainian jurisdiction, Ukraine’s sanctions with partners’ jurisdictions, and ensuring coordination among partners.
“So that in all the world’s major jurisdictions, Russia faces equally painful pressure for this war. The 19th EU sanctions package must be synchronized across all key European countries outside the EU,” the President emphasized.
Volodymyr Zelenskyy also highlighted the importance of mobilizing resources and funds for culture during wartime. Minister of Culture and Strategic Communications Tetiana Berezhna reported on the Own Business for Creative Industries program, offering grants of up to UAH 1 million, and the creation of the Ukrainian Cultural Heritage Fund, an international platform for restoration and protection of cultural heritage.
“We have over 4,000 facilities in the network of cultural institutions and cultural heritage sites across Ukraine damaged by Russian aggression. We are preparing a detailed portfolio and a transparent system for allocating funds to these facilities,” she said.
First Deputy Prime Minister – Minister of Digital Transformation Mykhailo Fedorov reported on new services in the Diia app, electronic notary services, and a new government area – electronic justice.
“We have joint projects or services with almost every ministry. Over the past 100 days, dozens of services have already been launched,” Mykhailo Fedorov noted.
Minister of Youth and Sports Matvii Bidnyi reported on the launch of the Olympic Lab science park and a digital system for medical and scientific support of Ukrainian athletes. He also noted that a draft law on science in sports has been prepared, and a law on leasing state and municipal sports facilities has been adopted to facilitate access for sports schools and clubs.
Minister of Economy, Environment, and Agriculture Oleksii Sobolev said that by the end of the year, the tender for developing the Dobra deposit under a production-sharing agreement will be completed. According to him, the policy to support Ukrainian manufacturers, Made in Ukraine, is ongoing, including the Affordable Loans 5-7-9% program.
