The Government Office for Coordination of European and Euro-Atlantic Integration held the third session of EUkraine Dialogues, a regular expert dialogue with representatives of the EU Delegation and diplomatic missions of EU Member States in Ukraine.
The discussion focused on the National Programme for the Approximation of Ukrainian Legislation to EU Law, progress in implementing the 10 priority steps in the area of rule of law, the current status of the Anti-Corruption Strategy implementation, as well as the key features of the draft new Strategy for 2026–2030.
During the session, Viktoriia Marchuk, Deputy Director General of the Government Office for Coordination of European and Euro-Atlantic Integration, presented the key features of the National Programme for the Approximation of Ukrainian Legislation to EU Law, approved by the Government on 1 April, along with coordination mechanisms for its implementation between executive authorities and Parliament. Participants also discussed the ongoing development of the “Accession Pulse” monitoring system, which will track Ukraine’s fulfilment of its European integration commitments.
Anastasiia Melnychuk, State Expert of the Expert Group on Political Criteria, Justice, Fundamental Rights and Public Administration at the Government Office, outlined progress in implementing key reforms in the area of rule of law, particularly within the framework of the 10 priority steps agreed jointly with the European Commission. The discussion also covered the preparation of legislative amendments in criminal justice, prosecution reform, judicial selection and evaluation procedures, and strengthening the institutional capacity of anti-corruption bodies.
Viktor Pavlushchyk, Head of the National Agency on Corruption Prevention (NACP), and Dmytro Kalmykov, Deputy Head of the NACP, discussed with participants the implementation status of the State Anti-Corruption Programme for 2023–2025 and presented their vision and core approaches to shaping the new Anti-Corruption Strategy for 2026–2030. Particular attention was paid to integrating anti-corruption policy into Ukraine’s EU accession process, as well as to sectoral reforms in areas most vulnerable to corruption.
The regular and open format of EUkraine Dialogues not only enables the presentation of reform progress, but also provides a timely platform for discussing challenges, identifying joint solutions, and strengthening trust — a key element in Ukraine’s successful advancement towards membership in the European Union.
Background: The EUkraine Dialogues format was launched as an additional platform for open and trust-based discussions on key issues of Ukraine’s European integration and progress in implementing the necessary reforms with representatives of the EU Delegation and diplomatic missions of EU Member States in Ukraine. The initiative is designed to complement official communication channels through expert dialogue, enabling a more open exchange of views, timely discussion of challenges, and stronger mutual understanding between Ukraine and the EU.
