NATO Secretary General Mark Rutte welcomed the first delivery of US military equipment to Ukraine under NATO's new Priority Urgent Requirements List (PURL) initiative. The Secretary General and the Dutch government confirmed that the first package is fully funded by the Netherlands.
“I am grateful to the Netherlands for taking the lead and turning this initiative into real support on the ground, building on the steps taken last week by Germany to provide additional Patriot systems to Ukraine,” the NATO Secretary General said.
"This is about providing Ukraine with the equipment it urgently needs to defend itself against Russian aggression. The goal of all assistance from allies is to ensure a just and lasting end to the war, supporting President Trump's peace efforts. I have written to all NATO allies, calling on them to join this initiative for a fair burden-sharing, and I look forward to further significant announcements from other allies in the near future," Mark Rutte added.
This event is the result of agreements reached by NATO Secretary General Mark Rutte and US President Donald Trump during a meeting at the White House on July 14, 2025. The new initiative is funded by European allies and Canada and involves the regular formation of aid packages worth approximately $500 million each. These packages will include equipment and ammunition identified by Ukraine as priorities in terms of operational needs. These are, in particular, capabilities that the United States can provide in greater quantities than Europe and Canada individually. The packages will be assembled quickly and sent on a regular basis.
At the NATO summit in The Hague, allies agreed that shared responsibility for supporting Ukraine should be distributed more evenly. “This new initiative embodies that commitment and builds directly on the key decisions taken by leaders in The Hague by strengthening investment in defense and ensuring continued support for Ukraine,” Secretary General Rutte emphasized.
NATO will coordinate the delivery of assistance, in particular through the NATO Security Assistance and Training Unit for Ukraine (NSATU), located in Wiesbaden. In close cooperation with Ukraine and the United States, NATO Supreme Allied Commander Europe Alexus Grinkevich will verify packages according to Ukraine's needs — such as air defense, ammunition, and other critical equipment for rapid delivery from US warehouses.
PURL complements other existing initiatives to support Ukraine, including the NATO Security Assistance and Training Trust Fund for Ukraine (NSATU), the Comprehensive Assistance Package (CAP), and a wide range of vital bilateral efforts by allies and partners.
