The government has approved the procedure for paying pensions and insurance benefits to persons who are temporarily residing outside Ukraine, or residing in territories of Ukraine temporarily occupied by the Russian Federation, or have left the territories of Ukraine temporarily occupied by the Russian Federation and reside in the territory controlled by Ukraine (Resolution of the Cabinet of Ministers of Ukraine No. 299 of 11.02.2025).
The procedure defines the mechanism for the payment of pensions and insurance payments, in particular, to persons who:
have been outside Ukraine for at least 183 days (including the days of departure and arrival) during a calendar year or have received temporary protection or refugee status outside Ukraine in connection with the aggression of the Russian Federation and have not applied for permanent residence abroad in accordance with Article 4 of the Law of Ukraine ” On the Procedure for Departure from Ukraine and Entry into Ukraine of Citizens of Ukraine”;
reside in the territories of Ukraine temporarily occupied by the Russian Federation, included in the list of territories where hostilities are (were) conducted or temporarily occupied by the Russian Federation, approved by the Ministry of Reintegration, for which no date for the end of the temporary occupation has been determined;
who have left the territories of Ukraine temporarily occupied by the Russian Federation and reside in the territory controlled by Ukraine.
From now on, payments can be received at any authorized bank in Ukraine (not only at Oschadbank) or at a Ukrposhta branch with the option of home delivery, regardless of the date of relocation or the availability of an IDP certificate.
You can change your bank in person at the Pension Fund of Ukraine, online via the Pension Fund of Ukraine's electronic services web portal portal.pfu.gov.ua (hereinafter referred to as the PFU web portal), or at a branch of the new bank.
Who needs to undergo identification and when?
Physical identification is the procedure of establishing the identity of the recipient of a pension/insurance payment, which for most recipients is carried out automatically, for example, when receiving a plastic card or cash at a bank, visiting the PFU web portal or service centers of the Pension Fund of Ukraine, the Administrative Services Center, personal delivery of payments by a Ukrposhta employee, etc.
Recipients who are temporarily residing outside Ukraine and those residing in the temporarily occupied territories are eligible for pension/insurance payments provided that they undergo physical identification by December 31 of each calendar year.
Physical identification of recipients is carried out by the Pension Fund of Ukraine (during a personal visit to the service center) or by the authorized bank where the person receives their pension/insurance payments.
Physical identification is also equivalent to:
✔ authorization in the personal electronic account on the PFU web portal using a remote qualified electronic signature “Dія. Signature” (“Dія ID”), created using the mobile application of the Unified State Web Portal of Electronic Services (Dія);
✔ identification of a person via video conferencing conducted by the territorial body of the Pension Fund of Ukraine in compliance with the requirements of the law;
✔ a document sent by registered mail or registered mail with declared value to the territorial body of the Pension Fund of Ukraine at the place of its registration, which certifies that the individual is alive, together with a written application from the individual for the continuation of pension/insurance payments, drawn up in any form.
An application for the continuation of pension/insurance payments, together with a scanned copy of a document certifying that the individual is alive, which corresponds to the original document and is suitable for perceiving its content (it must contain a clear image of the full text of the document and its details), may be submitted through the PFU web portal using a qualified electronic signature.
Important!
A mandatory condition for continuing to receive payments for the specified categories of persons is to notify the Pension Fund of Ukraine of the non-receipt of payments from the pension authorities of the Russian Federation.
To report this fact, it is necessary (via the PFU web portal or in person) to attach a statement-notification of non-receipt of payments from the Russian Federation, written in free form, to the established form of application for the appointment, renewal, and continuation of pension/insurance payments.
You can also generate and submit a notification of non-receipt of pensions and/or insurance payments in another country, in particular from the pension authorities of the Russian Federation, on the PFU web portal.
This function is available in your personal account on the PFU web portal in the “Remote Information” section after authorization with a qualified electronic signature.
