Veterans, as well as family members of fallen soldiers, will soon be able to take advantage of the “eOselya” government program for affordable housing loans on preferential terms—at an annual interest rate of 3%. This was reported by the Ministry of Veterans Affairs.
The Cabinet of Ministers of Ukraine introduced the relevant changes to Government Resolution No. 856 dated August 2, 2022.
The following groups are now eligible for preferential loans at an annual interest rate of 3%:
✅veterans;
✅veterans with war-related disabilities;
✅war participants;
✅family members of fallen (deceased) veterans;
✅family members of fallen (deceased) Defenders of Ukraine.
Previously, standard program terms applied to veterans: 7% per annum for the first ten years of the loan agreement and 10% per annum starting from the eleventh year.
Thanks to the joint efforts of the Ministry of Veterans Affairs of Ukraine, the Ministry of Economy, Environment, and Agriculture of Ukraine, the Ministry of Community and Territorial Development of Ukraine, and PJSC “Ukrfinzhytlo,” they will be able to purchase their own homes on significantly more favorable terms.
🔹Key terms of the program
▪ Maximum loan term: up to 240 months (20 years);
▪ For borrowers aged 25 and under, the minimum down payment is at least 10% of the home’s value;
▪ For borrowers aged 26 and older, the minimum down payment is at least 20% of the home’s value.

The new program will become available one month after the resolution is officially published on the government portal.
To obtain a loan, you must submit an application electronically via the Unified State Web Portal of Electronic Services, including through the Diya mobile app.
The expansion of the “eOselya” affordable mortgage program was made possible thanks to the fruitful collaboration between the Ministry of Veterans Affairs, the Ministry of Economy, the Ministry of Development, and PJSC “Ukrfinzhytlo.”
We would like to remind you that several government housing programs are currently available to veterans, female veterans, and their families. These include:
▪ cash compensation for the purchase of housing for veterans with Group I and II disabilities;
▪ housing vouchers for veterans and people with disabilities who are internally displaced persons;
▪ compensation for housing rent;
▪ “eOselya” with an annual interest rate of 3% for mobilized military personnel and those serving under contract.
