In Donetsk region, the issue of ensuring the realization of the rights and freedoms of internally displaced persons was discussed.

On June 12, during a working meeting on ensuring the realization of the rights and freedoms of internally displaced persons (IDPs), urgent issues concerning IDPs were discussed.

Participants in the discussion included the Deputy Head of the Donetsk Regional Military Administration Oleksandr Shevchenko, the Head of the Council on Internally Displaced Persons at the Donetsk Regional Military Administration, and heads of structural units of the regional state administration.

The meeting was chaired by the Deputy Head of the Office of the President of Ukraine Iryna Vereshchuk.

They talked about the results of the study "Capacity and Challenges of IDP Councils: Results of the Nationwide Assessment" and amendments to the Cabinet of Ministers' resolution dated August 4, 2023, No. 812 "On Approval of the Model Regulation on the Council on Internally Displaced Persons."

They also discussed legislative initiatives to ensure the housing rights of IDPs, namely:

  • the status of the draft resolution of the Cabinet of Ministers "On the Implementation of an Experimental Project for Providing Housing to Internally Displaced Persons from the City of Mariupol";
  • the collection of information on the establishment of commissions to inspect real estate objects designated for the residence of internally displaced persons and clarification of their operational procedures;
  • the development of an Information and Analytical System for real estate objects to provide housing for internally displaced persons;
  • the status of the agreement on the draft resolution of the Cabinet of Ministers "On Amendments to the Resolutions of the Cabinet of Ministers of Ukraine on Ensuring Temporary Accommodation for Internally Displaced Persons," etc.

They also raised the issue of the implementation by regional military administrations and social protection authorities of item 4 of the Procedure approved by the Cabinet of Ministers' resolution dated May 27, 2025, No. 616 "Some Issues of Providing State Support for the Accommodation of Internally Displaced Persons."

According to the resolution, the Procedure for providing compensation for consumed housing and communal services, the purchase of liquefied gas, solid and liquid household fuel during the temporary accommodation of internally displaced persons to institutions, enterprises, organizations regardless of ownership, and individual entrepreneurs was approved. The Procedure regulates the issue of repaying institutions for debts for housing and communal services that arose since the beginning of the current year.

Thus, institutions, enterprises, organizations regardless of ownership, individual entrepreneurs that accommodated internally displaced persons from January to April 2025 and expressed a desire to receive compensation for accommodation could submit information about internally displaced persons and the volumes of consumed housing and communal services to the relevant structural units for social protection of the population of regional state administrations (military administrations) and the Kyiv City State Administration by June 8, 2025.

The debt for the period from January to April 2025 will be repaid with a one-time payment from the state budget.

In the Donetsk region, relevant work was carried out among institutions that accommodate displaced persons free of charge regarding the timeliness and completeness of their information submission for the relevant period to carry out compensation for consumed housing and communal services. Information on the need for funds to reimburse expenses for the accommodation of internally displaced persons was sent to the Ministry of Social Policy of Ukraine within the specified deadlines.

We continue to work in the interests of internally displaced persons and other individuals affected by armed aggression.
