In Donetsk region, the results of the Transparency and Accountability Working Group's activities for 2025 were summarized

A regular meeting of the Transparency and Accountability Working Group was held, chaired by Ihor Boiko, Deputy Head of the Donetsk Regional State Administration.

The participants discussed the status of procurements carried out and planned by communities in the Donetsk region during 2025 within the region.

Natalia Velykotska, Deputy Director of the Regional State Administration's Department of Economy and Head of the Territorial Development Department, gave a presentation.

During her speech, she emphasized that during the year, communities in the region conducted 278 procurements worth UAH 991.2 million, which were used to purchase wire products, electronic warfare equipment, low-visibility obstacles, charging stations, anti-drone nets, barrier pyramids, and other materials and equipment. This represents 28% of the total amount of all purchases made in the region.

Ihor Boiko noted that during 2025, the working group held 21 meetings, 18 of which were on public procurement issues carried out by 19 territorial communities in the region. The results of each meeting were recorded in minutes with corresponding instructions. The materials of the meetings and statistical information were systematically published on the official website of the Donetsk Regional State Administration.

According to information provided by district state and district military administrations, during 2025, customers from territorial communities in Donetsk Oblast planned 1,575 purchases using budget funds totaling UAH 3 billion 545.2 million, with the cost of the purchased items equal to or exceeding UAH 200,000.

Of the 46 territorial communities in the region, three communities did not make any purchases (Mirnenska, Olhynska, and Staromlynivska).

The main source of funding was local budgets (the regional budget and the budgets of territorial communities) — 1,399 procurements worth UAH 3.211 billion, which is 91% of the total amount of planned procurements.

During the meetings, the working group members heard reports from the heads of military administrations on the state of procurement in the communities. In addition, approximately 70 contracts were analyzed in detail in terms of their validity, expediency, and compliance of procurement prices with average market prices.

The analysis revealed a number of typical shortcomings, in particular, the establishment of a single term of validity for contracts until December 31, 2025, which complicates the possibility of their termination in case of non-fulfillment of obligations.

There were also cases where specifications were missing from contracts for the supply of goods, and questions arose regarding the expediency of certain purchases and the scope of work.

Following the discussion, the meeting participants emphasized the importance of continuing to adhere to the principles of openness, transparency, and accountability in public procurement. The working group will continue to monitor procurements carried out and planned by local communities in Donetsk Oblast.
